переставь тоновый набор на пульсовый, или наоборот

Такой вариант может быть если неправильно выставлена страна в настройках модема. Тоесть уровни сигнала при наборе и тон набора.

Сигнал должен пропадать при начале набора в любом случае. Если с тоном-импульсом все в порядке, и настройки страны тоже, тогда возможен еще такой вариант: уровни сигнала.
У меня недавно было такое - напряжение в сети ниже плинтуса, модему не хватило, он набирает, а сигнал идет. А иногда вообще говорит, что сигнала в линии нету (( Поменяли фазу, напряжение стало нормальное - все заработало.

надо поставить в строке инициализации команду x0

нужно поставить галочку в свойствах соединения правила набора номера и уже там поставить импульсный набор или чего там... по умолчанию модем тоновым фигачит (если проблема конечно в способе набора)
